What is a Legionella Risk Assessment? (Landlord requirements explained)

Legionella is a bacteria that can grow in water systems and cause Legionnaires' disease, a serious form of pneumonia. A legionella risk assessment identifies the risk from your property's water system, including hot and cold water storage, pipework, showers, and any areas where water can stagnate. The assessor checks water temperatures, system condition, and identifies any control measures needed.

Under the Health and Safety at Work Act 1974 and the Control of Substances Hazardous to Health Regulations 2002, landlords have a duty to assess and control the risk of legionella in their rental properties. Book alongside your EPC, EICR, or gas safety visit in a single appointment.

It's your duty. The HSE states that landlords must assess and control the risk of legionella exposure in their rental properties. While not a strict annual requirement, the HSE recommends reassessment every 2 years or when circumstances change.

Do I legally need a legionella risk assessment?
Yes. The HSE says landlords must assess and control the risk of legionella in their rental properties. This applies to all rental properties, not just HMOs. See the HSE guidance for landlords.
How often should I get one?
The HSE recommends every 2 years, or sooner if there are changes to the water system, property layout, or use.
How much does it cost?
Studios from £80, 1 to 3 bed £95, 4 to 5 bed £120, 6+ bed or HMO £150. All prices include the full written report.
What does the assessment cover?
Hot and cold water temperatures, storage tanks and cylinders, pipework condition, showers and spray-producing outlets, dead legs (unused pipe runs), thermostatic mixing valves, and any areas where water can stagnate.
How long does it take?
30 to 60 minutes on site, depending on the size of the property and complexity of the water system.
Is this the same as a water test?
No. A legionella risk assessment is a visual inspection and temperature check of your water system. Actual water sampling and lab testing is a separate service and usually only needed for high-risk premises like care homes.
What happens if risks are found?
The report will include recommended control measures. Common recommendations include flushing infrequently used outlets, adjusting stored water temperatures, removing dead legs, or installing thermostatic mixing valves.
Can I do my own legionella risk assessment?
Technically yes for simple properties, but the HSE says the person carrying it out must be competent. Using a trained assessor means the report is more likely to be accepted by local authorities and insurers.
Can I combine this with other visits?

Do I need one for every property?
